Program Objective
- Initiate high priority or high leverage technology efforts during the execution year
- Provide opportunity to execute within technology cycle in rapidly maturing technology
Value to DoD/National Security (Why)
- Provide flexibility to respond to emergent DoD issues and address technical surprises and needs in real time
- Mature technology in less than a year in some areas
- Responds to technology opportunities in major acquisition programs
- Address cycle time discontinuity between DoD-programming and execution for rapidly evolving civil sectors
Output
- “TRY BEFORE YOU BUY”; focused and smarter acquisition
Program entry requirements
- Proposal limited to 2 pages
- Focus on one of the following areas
- Technology required to reduce the unanticipated risk in acquisition program
- Technology opportunities in rapidly evolving disciplines
- Technology maturation opportunities to support real time operational needs
- Project completion within 6 - 12 months
- Solicit demonstrations - not procurement
Data and supporting information requirements
- Proposal format should include: Description of technology/concept
- Overall funding required, including proposed funding from QRSP
- Schedule (Must include specific dates)
- Description of any demonstration testing requirements (What happens at completion of demo?)
- Description of technical risk of proposal
- Proposed Executing Lead Service/Agency and User including Point of Contact within Service/Agency
- Other areas of consideration: Affordability/Interoperability/Sustainability
