There are several technology "on ramps" to allow small companies to promote their products to the DoD. Some are sponsored by the Office of Technology Transition, others by various service branches. The VECP is a Defense Federal Acquisition Regulation requirement and applies to the prime contractor. Most of the technology transition programs are highly competitive and require a DoD program manager sponsorship for evaluation.
